Gil's diverse background in managed care, managed care pharmacy, and healthcare technology has given him deep insight into stakeholders from across the healthcare continuum, enabling him to help his clients successfully navigate the dynamic, ever-changing healthcare landscape. For over 25 years, Gil has served payers, risk-bearing organizations, and state agencies by leading strategic growth, regulatory compliance, and digital transformation initiatives. Prior to joining ECG, Gil was a principal at Forvis Mazars, where he led the Payer Services line of business in the Healthcare Consulting practice. In addition to directing a national team, Gil led client engagements with a variety of regional health plans and several California Health and Human Services Agency departments, including DHCS, DMHC, and HCAI. The state agency work entailed leading a dedicated team that conducted state-mandated health plan regulatory surveys, steering the development and modification of a provider portal for statewide data exchange, and overseeing a conflict avoidance plan for a state pharmacy vendor. Before that, Gil led the national Healthcare Consulting practice at Mazars USA, which was known for its expertise in regulatory compliance, clinical and quality outcomes, and performance improvement. Gil's engagements included leading the development and licensure of health plans, guiding organizations through the Knox-Keene licensure process, assisting health plans with corrective action plan remediation, and undertaking many other business-focused process improvement initiatives.
