Joe has spent his entire career focused on the payer industry. He has held operating roles inside health plans and now advises insurers, Blues plans, provider-sponsored health plans, third-party administrators, and delegated entities such as IPAs, ACOs, CINs, and MSOs. Joe is brought into the decisions that set an organization’s trajectory, including enterprise strategy, operating model design, margin improvement, network and value-based contracting, risk arrangements, regulatory strategy, and transaction diligence.
At ECG, Joe has directed end-to-end health plan development, from feasibility through licensure, product design, network build, and launch. He has also served in interim executive roles at multiple plans, including as interim CEO of a provider-sponsored health plan. His work extends beyond full-service plans to dental and vision plans, SNPs, PACE organizations, pharmacy benefit managers, and private equity–backed platforms, as well as health systems and medical groups launching plans or accepting delegated functions. Joe works across all lines of business, including Medicare Advantage, Medicaid, ACA, FEHB, and commercial. Before ECG, Joe was the payer segment leader at Protiviti. There, he oversaw the firm's portfolio of national, regional, Blues, and start-up plans. He previously spent nearly a decade inside health plans at UnitedHealthcare, Health Alliance Plan, and Blue Cross Blue Shield of Michigan.
