Joe is a nationally recognized payer expert who has spent his entire career advising and running health plans. He brings deep expertise in government programs, network strategy, competitive positioning, regulatory compliance, value-based care, membership growth, and M&A, which enables him to help clients improve performance, navigate change, and grow with confidence. Joe regularly helps provider-sponsored plans, regional insurers, and integrated delivery networks address margin pressures, expand into new markets, and align more effectively with providers.

At ECG, Joe conducts go-to-market strategies, develops operating models, builds compliance plans, drafts policies and procedures, enhances vendor oversight models, and serves as a subject matter expert for Centers for Medicare & Medicaid Services program audits. He also works closely with health systems, hospitals, and medical groups to launch new health plans, turning strategic intent into operational reality. Before moving into consulting, Joe spent nearly a decade working within health plans, holding leadership roles at UnitedHealthcare, Health Alliance Plan, and Blue Cross Blue Shield of Michigan. He led regulatory strategy across multiple lines of business; supported successful market entries; and built enterprise programs for compliance, vendor oversight, and risk adjustment. Joe is an active member of AHIP and the Health Care Compliance Association and is frequently invited to speak at industry events.
