Ilana is an experienced healthcare consulting professional focused on behavioral health program design, reimbursement, and contracting. Having worked with private provider groups, state Medicaid agencies, and insurance companies on behavioral health innovation, Ilana understands the complexities of providing behavioral health services from both the payer and provider perspectives. Driven to create effective, integrated programs and using analytical methods to develop solutions, Ilana draws on a background in marketing research, policy, and data analytics to achieve individualized client goals and set clients up for success.
Prior to joining ECG, Ilana worked in Navigant’s government healthcare consulting practice where she assisted state Medicaid agencies with behavioral health program operations, rate setting, and contracting. She reviewed the programs’ contract compliance, created models to develop behavioral health reimbursement rates in multiple states, conducted operational assessments on service delivery models, and analyzed data on access to services. Additionally, Ilana advised a state program for Medicaid beneficiaries with developmental disabilities, developed education materials for a national home and community-based services program, and conducted extensive research on addressing the social determinants of health through managed care.
